It’s the single biggest reason people put off buying a home they could otherwise afford — not the mortgage payment, the upfront cash.

Here’s the good news. Tennessee has a genuinely useful set of programs built specifically to close that gap, and most East Tennessee buyers have never heard of them. We walk clients through this every week, so we wanted to lay it out plainly — no jargon, no fine print buried on page six.

First, What Actually Counts as “First-Time”?

This trips people up constantly. You don’t have to be buying your literal first home ever to qualify. HUD defines a first-time buyer as anyone who hasn’t owned a principal residence in the three years before the purchase — so if you sold a house four or five years ago and have been renting since, you’re back in first-time territory. And if you’re active-duty military, National Guard, or a veteran, Tennessee waives the first-time requirement altogether in every county — more on that below.

The Great Choice Home Loan (Tennessee’s Core Program)

The Tennessee Housing Development Agency’s Great Choice program is the foundation almost every East Tennessee first-time buyer starts with. It’s a 30-year fixed-rate mortgage — the rate never moves for the life of the loan — paired with FHA, VA, USDA, or conventional financing.

To qualify, you’ll generally need:

  • A credit score of at least 640
  • Household income and purchase price under your county’s limit (these vary by county and household size — your lender pulls the current figures for Monroe, McMinn, Loudon, or Blount County specifically)
  • Completion of a THDA-approved homebuyer education course before closing

THDA isn’t a direct lender — they work through a network of approved lenders across the state, so your first move is finding one who’s THDA-certified.

Great Choice Plus: The Down Payment Assistance That Changes the Math

This is the part that surprises people most. If you qualify for a Great Choice Home Loan, you can also apply for a Great Choice Plus second loan to help with your down payment and closing costs, in one of two forms.

Option one — deferred, zero interest. You can get $6,000 or $10,000 as a forgivable second mortgage, forgiven at the end of a 10-year term — but if you sell or refinance before then, you’ll owe it back. No monthly payments, no interest, ever.

Option two — amortizing. You can instead borrow up to 5% of the sales price, capped at $15,000, as a second mortgage with the same interest rate and 30-year term as your first loan. This one does have a monthly payment, but it can put considerably more cash in your hands upfront than the flat deferred option. Migonline

Homeownership for Heroes: Built for Those Who Serve

If you or your spouse are active-duty military, National Guard, a veteran, or work as a firefighter, EMT, or law enforcement officer, Tennessee has a version of Great Choice built for you. Homeownership for Heroes reduces your interest rate by 0.5% and waives the first-time buyer requirement statewide — meaning even if you’ve owned a home recently, you can still access the program. Depending on your loan type, you may be able to finance up to 100% of the purchase price with no down payment at all.

Given how many families in our area have ties to Fort Loudoun, the National Guard, or local first-responder work, this is one we bring up constantly — and one a lot of eligible buyers simply don’t know exists.

Beyond THDA: Local and Regional Help

Depending on where in East Tennessee you’re buying, additional layers of assistance may stack on top of THDA’s programs. The Housing Fund, for example, offers second mortgage loans up to $35,000 for down payment, closing costs, and prepaid items in eligible areas, repayable rather than forgivable. Availability and terms shift by region and change over time, so this is exactly the kind of detail worth a direct conversation rather than guesswork.
